Provides an additional case plan requirement for certain children receiving services; provides for determination of services during judicial review; revises provisions relating to independent living transition services provided to older children in foster care and young adults who were formerly in foster care; provides equal opportunity for participation in the continuum of services for certain youth who have disabilities or mental health needs and for youth who have children; revises eligibility for participation in the program component of services for foster children, life skills activities, and the program component of services for young adults formerly in foster care; provides for maximization of federal assistance and eligibility for receipt of Medicaid; requires Department of Children and Family Services rules; revises eligibility for postsecondary education fee exemptions.
