Revises the definition of "official traffic control devices"; revises jurisdiction provisions to provide for devices to enforce traffic control signals; provides for a uniform system of traffic control signal enforcement devices to be included in the uniform system of traffic control devices adopted by the DOT; provides for inclusion of traffic control signal enforcement devices in the manual of definitions and specifications published by that department; requires such signal enforcement devices to conform to the department's manual and specifications; provides for review and approval of the devices by the department; provides penalties for failure to conform; provides for exceptions; provides for enforcement of traffic control signals by the DOT; provides for signal enforcement officers; provides for issuance of citations; provides responsibility and liability for payment of a citation; provides for evidence; prohibits submission of a false affidavit; provides penalties; restricting issuance of a license plate or revalidation sticker for outstanding violations; provides for collection and distribution of fines; provides that enforcement is supplemental to enforcement by law enforcement officers; requires rulemaking; provides for development of training and qualifications standards for signal enforcement officers; authorizes such officers to enforce traffic control signals; provides procedures for citations; provides for payment of a fine to the DOT in lieu of court; restricting issuance of a license plate or revalidation sticker for outstanding violations; provides for erection and maintenance of traffic control signal enforcement devices; exempts computerized traffic control signal enforcement devices from the Information Resources Management Act of 1997 and the Commerce Protection Act.
