H. Lee Moffitt Cancer Center and Research Institute and Johnnie B. Byrd, Sr., Alzheimer's Center and Research Institute at the University of South Florida: Renames the Florida Alzheimer's Center and Research Institute as the Johnnie B. Byrd, Sr., Alzheimer's Center and Research Institute; authorizes the establishment of for-profit subsidiaries of the governing corporations of the H. Lee Moffitt Cancer Center and Research Institute and the Johnnie B. Byrd, Sr., Alzheimer's Center and Research Institute; prohibits certain activities by such for-profit subsidiaries; provides that the contract with the State Board of Education shall permit the use of lands and facilities for research, education, treatment, prevention, and early detection of cancer and Alzheimer's disease; authorizes the governing corporations and their subsidiaries to obtain their own property insurance coverage; provides that certain appropriations shall be paid directly to the boards of directors of the governing corporations; changes the appointing authority for certain members of the councils of scientific advisers.
