Requires facilities to conduct resident elopement drills; allows contracting for CARES program functions; requires assessment and review of certain nursing home placements; requires a database to track individuals assessed under the CARES program and diverted from nursing home care; requires an annual study; requires a report; requires development of a managed care delivery system for Medicaid services; provides for integration of Medicare and Medicaid services; requires integration of home and community-based Medicaid waiver programs; requires a specific funding level; requires the agency to seek waivers; provides that the agency may reimburse providers; requires rulemaking; revises duties to the Office of Long-Term-Care Policy; removes the advisory council of the Office of Long-Term-Care Policy; revises requirements for the community care service system; revises requirements for competitive bidding exemptions; requires all services to be delivered directly by or through lead agencies; requires pilot projects for aging resource centers; requiring that area agencies on aging submit proposals for transition to aging resource centers; requires a review of the department's process for determining readiness; specifies purposes and duties of an aging resource center; requires integration of certain functions of other state agencies; specifies criteria for selection of entities to become aging resource centers; specifies the duties and responsibilities of community care for the elderly providers in an area served by an aging resource center; specifies programs administered by an aging resource center; allows capitated payments; designates a Memory Disorder Clinic; provides for appointments to the board of the Alzheimer’s Center; requires a report; makes contingent on an appropriation.
