Provides an exception for receiving patient consent for treatment for federally approved experimental research; provides an exception to disciplinary action for experimentation without consent for federally approved research; provides for an unwed pregnant minor to consent to participation in federally approved research; provides for an unwed minor mother to consent to her child's participation in federally approved research.
