HB 1763 CS (2004) -  Quality of School Personnel

Revises provisions relating to teacher preparation programs; provides for postsecondary institutions to create educator preparation institutes; requires the Department of Education to perform certain actions to benefit teachers; authorizes a salary career ladder for certain classifications of instructional personnel; requires background screening for contractual personnel, charter school personnel, and certain instructional and noninstructional personnel; requires the Department of Law Enforcement to retain and enter fingerprints into the statewide automated fingerprint identification system; requires the Department of Law Enforcement to search arrest fingerprint cards against retained fingerprints and to report identified arrest records; revises eligibility criteria for certification applicants; requires background screening for educator certification; revises means of demonstrating mastery of general knowledge, subject area knowledge, and professional preparation and education competence; provides requirements for training in the teaching of reading for renewal of a professional certificate; authorizes the director or principal of a developmental research school to authorize instructional personnel to participate in the DROP.
