Provides for outsourcing or privatization of functions; provides procedural, contractual, and negotiation requirements; provides contract amendment requirements and limitations; provides requirements for share-in-savings contracts; requires contracting agencies to annually report to the Governor, the Legislature, and specified entities; provides reporting requirements; requires the Department of Management Services to annually report to the Governor, Legislature, and specified entities; provides reporting requirements; requires the Department of Management Services to establish a personnel training program.
