FCAT/Students/Limited English: requires DOE to conduct concordance study to identify alternative examinations for grade 10 FCAT for certain students with limited English proficiency; requires approval of such examinations by Commissioner of Education; provides student eligibility requirements; provides for satisfaction of assessment requirement for high school graduation. Amends 1008.22.
