Revises the membership and organization of the commission; establishes term limits; directs each member of the commission to serve without regional bias; provides qualifications for membership on the commission; requires candidates for appointment to the commission to meet certain standards for background screening; requires the Department of Transportation to inform the commission if a candidate fails to meet the screening standards; provides that costs of screening be borne by the department or the candidate for appointment; directs the commission to appoint technical advisory committees; directs the commission to present to the Legislative Budget Commission for its approval the formula for allocation of the Medicaid nonemergency transportation funds; specifies circumstances when the commission may reduce such funding to the counties; directs the commission to develop a Medicaid allocation formula or methodology based on specific criteria.
Effective Date: July 1, 2005.
