HB 1645 CS (2005) -  Workforce Innovation

Establishes a separate budget for the Agency for Workforce Innovation; provides that the agency may serve as contract administrator for Workforce Florida, Inc.; clarifies the organization of the agency; authorizes the director to appoint deputy and assistant directors and to organize the agency; revises the agency’s administrative responsibilities; authorizes the agency to provide or contract for training of certain employees; deletes training requirements; provides for an official seal; provides agency rulemaking authority; removes a reporting requirement; clarifies that Workforce Florida, Inc., is exempt from chapters 120 and 287, F.S.; provides guidelines for the expenditure of federal funds; removes the voting privileges of certain board members; provides a term limit for the chair of the board of Workforce Florida, Inc.; increases board members’ terms and creates staggered terms; clarifies that the President of the Senate and the Speaker of the House of Representatives may nominate board members; requires certain board members to have economic development experience; removes a requirement that the Governor appoint board members 30 days after receiving nominations; authorizes the board to use telecommunications to conduct meetings; provides that the chair of Workforce Florida, Inc., may select executive committee members; removes references to certain councils; exempts Workforce Florida, Inc., contracts from certain provisions of law; provides expenditure approval to Workforce Florida, Inc., for awards and promotional items; authorizes Workforce Florida, Inc., to establish a dispute resolution process for certain purposes; revises and clarifies the state workforce development strategy; requires Workforce Florida, Inc., to establish an operational plan; clarifies references to strategic and operational plans; clarifies that the military representative to a regional workforce board shall be a nonvoting member subject to certain approval; allows the use of telecommunications for meetings; provides for the election and terms of regional workforce board chairs; authorizes regional workforce boards to promote awards and promotional items under certain circumstances; amends organizational requirements for regional workforce boards; requires Workforce Florida, Inc., to develop a system for leveraging workforce system resources; removes a requirement for an alternative financing performance outcome measure; allows employment programs to be offered to teen parents; clarifies how determination of need criteria will be identified; removes various obsolete provisions.
