General Bill
Limitations on the Exercise of the Power of Eminent Domain:
Limits the circumstances under which a state agency, political subdivision, or corporation acting on behalf of a state agency or political subdivision may use eminent domain to take private property that is used as a residence and convert it to commercial or industrial use; requires that the owner of the property be compensated for relocation costs or that the resident of the property be provided with housing assistance and job training; limits the percentage of private property which may be taken within a zip code if such property is used as a residence by an elderly person or a person whose income is at or below the federal poverty level; requires that a contract to redevelop private property taken by a governmental entity be awarded to a minority business.
