Telecommunications Service Regulation: Provides for ex parte communications relating to Public Service Commission proceedings; revises provisions relating to price regulation; allows certain local exchange telecommunications companies to publish terms, conditions, and rates for nonbasic services in lieu of maintaining tariffs with the Public Service Commission; revises the notice requirement for price changes to nonbasic services; removes a provision that allows a company to elect that its basic services be subject to the same regulatory treatment as its nonbasic services; provides for a request from a company to the commission to make certain reductions in its retail service quality requirements; revises criteria for granting a petition to change regulatory treatment of retail services.
Effective Date: upon becoming a law.
