DUI/Lowering Blood-Alcohol Level [EPCC]: lowers blood-alcohol level required from 0.08 to 0.04 for individual to be guilty of offense; conforms provisions re presumptions; conforms provisions re suspension of driver's license, commercial driver's licenses, & required driver improvement schools or DUI programs; lowers blood-alcohol level required for individual to be guilty of boating under influence, to conform to levels for DUI, etc. Amends Chs. 316, 322, 327.
