Exceptional Students: Requires DOE, in consultation with specified agencies, to develop procedures for placement of exceptional students in residential care facilities; requires school district to review student's individual education plan; provides for determination of responsibility for educational instruction; requires specified reporting of student for funding purposes; requires cooperative agreement for interagency coordination to ensure that certain services are provided for students in residential care facilities.
