General Bill
Department of the Lottery and Pari-mutuel Facilities:
Provides powers & duties of Department of Lottery pertaining to video lottery games to be operated at certain pari-mutuel facilities; provides requirements for operation of video lottery games; provides for licensure & license fee; provides for distribution of net terminal income; provides for licensure of video lottery terminal vendors; provides that use or expansion of property for video lottery terminals is not subject to review or approval under land use, zoning, or site plan review or concurrency law, ordinance, or regulation; authorizes department to sanction certain breeders; authorizes caterer's license for video lottery retailers; excludes video lottery terminals from definition of term "coin-operated amusement machine" for purposes of sales & use tax; decreases required local effort for school districts by certain estimated revenues from video lottery terminals; provides for reissuance of pari-mutuel permit that has been revoked by Division of Pari-mutuel Wagering of Department of Business & Professional Regulation or has escheated to state.
