CS/HB 1475 (2009) -  Juvenile Justice

Provides eligibility for certain services for children 9 years of age or younger at time of referral for delinquency; provides that it is state policy to divert children 9 years of age or younger from juvenile justice system; revises reference relating to domestic violence for purposes of background screenings; requires that child 9 years of age or younger taken into custody for delinquent act or violation be delivered to juvenile probation officer; encourages establishment of prearrest or postarrest diversion programs for first-time misdemeanor offenders & offenders who are 9 years of age or younger; provides for commitments to mother-infant programs; requires DJJ to adopt rules to ensure effective provision of specified services; eliminates references to DCFS in certain contracting & screening provisions; deletes language relating to Juvenile Justice Standards & Training Commission; provides legislative declaration concerning determination whether to commit juvenile to DJJ & most appropriate placement level if committed; revises provisions relating to recommendations by probation officers concerning placement & any proposed treatment plan of juveniles; requires reasons for disposition to be stated for the record.
