Creates "Deaf and Hard-of-Hearing Children's Educational Bill of Rights"; provides findings & purpose; recognizes unique communication needs of deaf & hard-of-hearing children & encourages development of communication-driven & language-driven educational delivery system; requires DOE to develop communication model to become part of IEP process for deaf & hard-of-hearing students.
