Establishes the Reading Compact Scholarship Program to provide students with reading deficiencies the option to attend a public or private school of choice; provides eligibility requirements for receipt of a Reading Compact Scholarship to attend a private school and restricts eligibility therefor; provides school district obligation to notify parents of available options; provides Department of Education obligations, Commissioner of Education authority and obligations, private school eligibility requirements and obligations, parent and student responsibilities for scholarship program participation, and funding and scholarship payment requirements; provides rights and obligations of private schools participating in state school choice scholarship programs.
Effective Date: July 1, 2005.
