Revises provisions of code of ethics relating to standards of conduct, conflicts of interests, filing public disclosure forms, reporting of gifts, & civil penalties; establishes criteria for qualified blind trusts for certain public officials; adopts "actual malice" standard when determining if fees & costs shall be assessed against complainant; adopts "preponderance of the evidence" standard when determining whether probable cause exists to believe violation of code has occurred.
