Removes photographic film reproductions of specified vouchers or checks paid by the State Treasurer and preserved as records of the office of the Treasurer from classification as permanent records; relocates the provision allowing a person or organization to petition the court for access to records of the Department of Children and Family Services; establishes state policy with respect to public records; requires governmental agencies to consider certain factors in designing or acquiring electronic recordkeeping systems; provides certain restrictions with respect to electronic recordkeeping systems and proprietary software; requires governmental agencies to provide copies of public records stored in electronic recordkeeping systems; authorizes agencies to charge a fee for such copies; specifies circumstances under which the financial, business, and membership records of an organization are public records; provides definitions; repeals provisions relating to specified exemption for certain videotapes and video signals, records made public by the use of public funds, and penalties for violation of public records requirements by a public officer; provides requirements for governmental agencies in maintaining and preserving public records; requires the Division of Library and Information Services of the Department of State to adopt rules for retaining and disposing of public records; authorizes the division to provide for archiving certain noncurrent records; provides for the destruction of certain records and the continued maintenance of certain records; providing for the disposition of records at the end of an official’s term of office; requires that a custodian of public records demand delivery of records held unlawfully; repeals provisions relating to the retention and disposal of public records and the delivery of records held unlawfully; revises provisions governing the inspection and copying of public records; establishes fees for copying; provides requirements for making photographs; authorizes additional means of copying; repeals provisions relating to requirements for making photographs of public records; deletes certain provisions governing the maintenance of public records in an electronic recordkeeping system; repeals provisions relating to remote electronic access to public records and the program for records and information management of the Department of State; clarifies provisions with respect to penalties for violations of ch. 119, F.S.; clarifies provisions under which certain police reports may be exempt from the public records law; revises language with respect to publication of the Florida Administrative Code to provide that the Department of State is required to compile and publish the code through a continuous revision system; provides procedure with respect to official custody of records upon transfer of duties or responsibilities between state agencies or dissolution of a state agency; revises the classification of records of notices and satisfaction of liens on vessels maintained by the Department of Highway Safety and Motor Vehicles; revises the classification of records of hunter safety certification cards maintained by the Fish and Wildlife Conservation Commission; relocates the provision allowing a person or organization to petition the court for access to records of the Department of Children and Family Services; decreases and qualifies the period of retention for examination reports, investigatory records, applications, application records, and related information compiled by the Department of Banking and Finance under the Money Transmitters’ Code; decreases the period of retention for specified reports filed by money transmitters with the Department of Banking and Finance under the money Transmitters’ Code; decreases and qualifies the period of retention for examination reports, investigatory records, applications, application records, and related information compiled by the Department of Banking and Finance under the Money Transmitters’ Code; authorizes the Department of Insurance to maintain an electronic recordkeeping system for specified records, statements, reports, and documents; eliminates a standard for the reproduction of such records, statements, reports, and documents; provides that reproductions from an electronic recordkeeping system of specified documents and records of the Department of Insurance shall be treated as originals for the purpose of their admissibility in evidence; decreases the period of retention for specified examination test questions, answer sheets, and grades in the possession of the Division of State Fire Marshal of the Department of Insurance; revises requirements of the Department of Banking and Finance with respect to retention of copies of specified reports and records of exemption submitted or filed by financial institutions under the Florida Control of Money Laundering in Financial Institutions Act; requires the Department of Correctio
