Charter Schools: Revises charter school purposes; revises the charter school application process including review, approval or denial, and appeal; modifies duties of sponsors and limits their liability; requires an annual survey of charter school governing boards; requires the Department of Education to provide technical assistance to charter school applicants; revises provisions relating to a charter agreement, term, and renewal; provides procedures when a state of financial emergency exists; revises causes for nonrenewal or termination of a charter; requires the department to maintain a database of charter school applicants and contract operators; revises provisions relating to payment and reimbursement to a charter school by a school district; authorizes the State Board of Education to impose a fine on or withhold lottery funds from a school district for certain violations; requires conversion charter schools to comply with certain facility requirements under specific situations; authorizes certain zoning and land use designations for certain charter school facilities; revises exemption from assessment of fees; provides for additional services to charter schools and revises administrative fee requirements; requires the department to develop a standard format for applications, charters, and charter renewals; deletes a review of charter schools; requires that a charter school be notified of certain deteriorating financial conditions; provides for charter schools to be subject to provisions governing financial emergencies; provides that a charter lab school that elects to provide student transportation is eligible for funding for that purpose; modifies the list of special academic programs for transitioning students from military families; provides that educator professional liability insurance shall cover charter school personnel; revises provisions relating to eligibility for and allocation of charter school capital outlay funding; revises purposes for which capital outlay funds may be used; establishes the Charter School Task Force.
Effective Date: upon becoming a law.
