HB 1927 CS (2005) -  Information Technology Management

Provides each agency use an information technology investment management process to support investment decisions; requires each agency to submit its information technology portfolio as part of its legislative budget request; requires that agencies implement and administer a project management methodology; provides requirements for project administration; establishes the Technology Program in the Department of Management Services; creates the Florida Technology Council; removes duty of the State Technology Office to operate and manage the Technology Resource Center; repeals provisions relating to information technology strategic plans; revises duties of the legislative Technology Review Workgroup to remove participation of the STO; repeals provisions authorizing transfer of positions and appropriations in fiscal year 2001-2002 for the purpose of consolidating information technology resources; revises definitions for purposes of information resources management; deletes the Agency Annual Enterprise Resource Planning and Management Report; deletes the State Annual Report on Enterprise Resource Planning and Management; provides for appointment of an agency chief information officer by the agency head; repeals provisions relating to legislative findings and intent; limits actions by the Florida Technology Council which affect a Cabinet officer; removes provisions for the creation, powers, and duties of the STO; removes provisions for a Chief Information Officer and a State Chief Privacy Officer; removes provisions relating to information technology and enterprise resource management; provides powers, duties, and functions of the Department of Management Services for operating the statewide communications system; transfers powers and duties relating to communications systems from the STO to the Department of Management Services; authorizes the department to adopt rules; authorizes the department to set a fee for placement of certain telecommunications facilities on state property; authorizes the department to provide SUNCOM services to hospitals or other facilities; provides for operation and management of the Technology Resource Center by the Department of Management Services; authorizes the department to collect fees for providing remote electronic access; removes provisions for collection of such fees by the STO; provides for dissemination of materials, products, information, and services acquired or developed by or under the direction of the department; removes reference to the STO with respect to such materials, products, information, and services; repeals provisions relating to establishment of a State Strategic Information Technology Alliance for the acquisition and use of information technology and related material; provides for creation, powers, and duties of the Florida Technology Council within the Department of Management Services; provides for a State Chief Information Officer appointed by the Governor; provides for development of a Statewide Information Technology Strategic Plan, enterprise information technology policies, standards, guidelines, and procedures, a model agency information technology investment management process and an information technology investment portfolio, and memoranda on recommended guidelines and best practices for information technology; provides for review and recommendations to the Governor and the Legislature regarding agency information technology projects and plans; provides for preparation of state reports and memoranda; deletes assignment of certain information technology functions to the STO; conforms terminology; repeals provisions relating to guiding principles for development and implementation of information systems; provides for appointment of the agency chief information officer by the agency head; provides for staffing and supporting of an agency information technology investment board; conforms terminology; repeals provisions relating to the Agency Annual Enterprise Resource Planning and Management Report; repeals provisions relating to the State Annual Report on Enterprise Resource Planning and Management; revises duties of the Agency Chief Information Officers Council; provides for the council to assist the Florida Technology Council for certain purposes, identify opportunities to meet specified information technology guidelines, and make certain recommendations to the Florida Technology Council; provides for the appointment and terms of officers; changes the popular name; removes responsibility of the STO; provides that each agency head is responsible and accountable for ensuring an adequate level of security for data and information; provides for certain security requirements to be determined by the department; removes procedures to monitor certain information resources management projects; designates duties of the STO, relating to statewide emergency telephone number systems, as duties of the Department of Management Services; conforms requirements with respect thereto; revises provisions relating to the Digital Divide Council; designates duties of the STO as duties of the Department of Management Services.
